Competency-Based Approach (CBA), is an educational trend emphasising learning objectives or outputs in constructing language programs. The competency-based Approach focuses on building students’ knowledge and enabling them to reuse it in new situations. It means that students should be able to take knowledge out of the class and apply it in their everyday lives to solve everyday problems. The research aims to explore Soran EFL teachers' understanding of the principles of the Competency-Based Approach, particularly in terms of speaking materials. Also, the study aims to investigate students' perceptions of competency-based approach materials and principles that are applied inside the classroom. The study was designed using a mixed-method approach. The tools used for data collection include teachers' interviews and student questionnaires. The sample of the study consists of 2 teachers and 100 students randomly chosen first and second years of the English Department- Faculty of Basic Education at Soran University.
