This research is devoted to discussing the nature of relations between Iraq and Iran and the interaction and consequences of Iraqi foreign policy towards Iran under the influence of Iraqi Shiite parties. In the research we have tried to present a realistic and de facto analysis through the theory of constructivism. A prominent aspect of the research is focusing on the identity, values and norms of the Shiite sect and the Marja'iyah of Qom and Najaf. Despite the fact that in within the theoretical framework of our research, a good importance has been paid to the identity and term of conservatism
