It is well known that the constitution determines the form of the political system for political entities, whether they are sovereign states or federal regions. It also regulates the functioning of public authorities and ensures a balance among them, with the aim of achieving justice and establishing democracy as an alternative to authoritarianism and absolute rule. Accordingly, the importance of choosing a suitable political system for any political entity lies in its direct impact on the political and societal stability of the state; indeed, no political system can be considered successful unless it is compatible with the nature of the society in which it is applied. From this perspective, a fundamental question arises regarding the most appropriate political system for the Kurdistan Region–Iraq, especially given the region’s ethnic and political particularities, as well as the internal and external challenges it faces.
